Reference Terraform currently requires a license file to be provided so it doesn't work with OSS #2977

What happened: Our reference Terraform deployment (https://github.com/gravitational/teleport/tree/master/examples/aws/terraform) requires a license file to be provided, which means it's not easy to use it to deploy the OSS edition.

What you expected to happen: License file variable should be optional - if a file is provided, assume we're using the Enterprise edition, copy it over to S3 and then set it up on the auth server. If no file is provided, assume we're using the OSS edition and don't set it up.

How to reproduce it (as minimally and precisely as possible): Use reference Terraform to deploy Teleport OSS.
