[gateway] API Key plans are not well selected #1884

Currently if we have multiple API Key plans for an API, only the first one is picked up (via the natural order of the api.getPlans() Collection).

If an API have two API-Key plans, the first one with propagate-api-key == true and the second one with propagate-api-key == false, the api-key will always be propagated to the backend even if we have subscribed to second plan (propagate == false).

NOTE: This behaviour does not impact the remaining API policy chain calls since the policy API Key has retrieved the correct plan associated to the current api-key.
