[management-api] API's owner must not be able to change context-path #203

Currently, both primary_owner, owner and administrator are able to change the context-path of an API.
To preserve general coherency and avoid error, it would be preferable to give this right only to primary_owner (and administrator).

feat(api): Do not change context-path if user is not allowed to do so.
Only the primary_owner of the API or an administrator is able to change the API's context-path to preserve coherency.
