[policy] [rate-limit] Split the rate-limiting policy into two policies #245

Currently, we are proposing a single rate-limiting policy.
It makes sense to us to split this policy into two different policies.

  • Quota Policy : define a number of requests allowed to a consumer for a long period (1000 calls per month or per year)
  • Rate-limiting Policy : define a number of requests allowed to a consumer for a short period (10 per second or 60 per minute). This policy can also be called Throttling policy.
