[management] Subscriptions failed if an app has no primary owner #2671

Expected Behavior

Subscriptions list could be displayed even if there is no PO on an application. See below to reproduce it.

Current Behavior

we are not able to display the subscriptions list.

Possible Solution

Steps to Reproduce (for bugs)

  1. create an api/plan/app/subscription
  2. transfer the application ownership to a removable user
  3. delete the app (in fact the app is archived)
  4. remove the application PO (it's possible because the app is archived)
  5. try to display the API subscriptions
