[portal] user not loggue can't see public api documentation #603

with no user loggued, on portail home page, when i clicked on public api, i have a red message: "session expired, redirect to home...", and page refresh.

when loggued with a user(user) with no rights on public apis, message

OK with user with owner rights, KO with user with "user rights"
