馃挜 Describe the bug

Since 3.17.2, users cannot log in to APIM installations from Cockpit, getting a 500 error.

In APIM logs, we can see

WARN  org.eclipse.jetty.server.HttpChannel - /management/https%3A%2F%2Fcockpit-preprod-apim-1.cloud.gravitee.io%2Fconsole%2F%3Forganization%3DDEFAULT%2F%23%21%2Fenvironments%2FDEFAULT%2F                                                                                                                
gravitee-apim-1-apim3-api-75c8d579b4-mwl99 org.springframework.security.web.firewall.RequestRejectedException: The request was rejected because the URL contained a potentially malicious String "%2F%2F"
