[management-api] Better handling error when looking for APIs #818

In some case, when we are loading APIs by calling /apis we may encounter issue (no primary_owner, ...). In that particular case, we are not able to manage any API from the UI because no API have been loaded.

IMHO, it would be better to associate a status / error / message to each API in case of error and continue loading processing even if they are some issues for API.
