[management-api] Allow application's primary owner to select a group #824

Because groups from the application point of view could be partners, nobody except the admin is allowed to see the list of groups.

This could be too restrictive if gravitee is used without partners.

So, it could be useful to add a new permission to allow that. The scope of this permission will be APPLICATION.

Another option could be to allow a user to see groups which he is an administrator.
This list must not override groups set by the administrator
