leisure=garden should take precedence over landuse #127

leisure=garden should take precedence (= render green) over landuse (especially landuse=residential, rendering grey). This was the case with "old" mapnik.

This can probably be done just by putting the leisure=garden before the landuse cases?

And this is maybe the same as issue #6.

Here is a picture to show the problem:

Note that the polygons in question are tagged both landuse=residential and leisure=garden (example). The landcover layer tags are coalesced in alpha order by key, so the stylesheet only sees feature='landuse_residential' for this case. In other words, the problem is in the query.

Should landuse render in preference to leisure (as it does now), or should they be reversed? The most common combo in my area is landuse=grass + leisure=pitch.

I think landuse=residential is here a tagging error, as the residential landuse is larger than just the single garden. I will therefore close this issue.
