Reopen icon is gone from indices list #1072

This is due to reading not reading all the detail data from elasticsearch.

Steps:

  1. Cycle deflector
  2. close index
  3. reopen that index
  4. recalc ranges if necessary
  5. reload indices page -> reopen icon is missing from index we just reopened.

the actual reopen functionality (marking the index as reopened so that it doesn't count in retention cleaning) is still working, it's only the display that's broken

add REST endpoint to retrieve the list of reopened indices
this somewhat duplicates the closed indices REST call, but we can live that right now. going forward this should be changed anyway.

graylog-labs/graylog2-web-interface#1072
