Move embedded .py files to virtualenv_embedded_support

Create new top level directory: virtualenv_embedded_support to hold
embedded .py files, so that they can be distributed in the source
    tarball.

    Update site.py for Debian's py3k layout

Debian installs all Python 3.x site modules in one directory, taking
    advantage of PEP3147 and PEP3149: /usr/lib/python3/dist-packages/
Unlike 2.x, where each minor Python version has its own site modules
    tree.

Copy Python DLL on Windows to avoid problems with some installs; include activate script for cygwin/msys

    Merged in patch from:

    greghaskins@d681c0f

To always create an activate on windows which can be used by cygwin and
mingw even for native windows python.

Added fix for bug #352844 "Windows: cannot create virtualenv on different
    drive from system Python executable"

The real problem is that on windows, the DLL loading will look for the DLL
    using the following criteria:

    1. same directory as the exe
    2. first occurance on the DLL lookup path in the registry
    3. first occurance on the shell/system PATH vairable

The python.exe on windows relies on 1. This causes a problem if you have
multiple versions of python on your machine (32bit and 64bit for instance),
or if python was only installed for one user and thus is not placed in
registry path location (the windows system dir).

We should always copy the .dll as well on windows to make sure there is not
    a conflict.

Updated docs a little and added Jason to the authors file.

This also changes the docs slightly regarding the default execution policy setting on Windows 7 ("Restricted" according to http://technet.microsoft.com/en-us/library/dd347641.aspx).
