After block version 11 begins, the legacy tally system is no longer active, so superblocks do not exist in a pending state. This change immediately activates the most recent superblock at start up.
For some reason, these passed the height of the previous block instead of the height of the current block.
The offset for the first transaction in a block now depends on the block version number. This change accounts for updated fields in CBlock.

This fixes issues caused by some overlooked details for the updated fields in block version 11 that prevent a node from transitioning to the new format.
