burp: Does not respect noopt in DEB_BUILD_OPTIONS debian bug:#661281

Hi!

It seems that burp is ignoring the "noopt" tag exported via DEB_BUILD_OPTIONS (it's still getting compiled with -O2 instead -O0).
nocheck and nostrip are fine.
