locale issue during grml-autoconfig bootup #50

Booting Grml 2017.05 with "netscript=http://doesnotexist.grml.org/foobar.sh" results in strange characters used for the quotes inside the wget error message:

Executing the following steps on the booted system on tty1 works fine though:

. /etc/grml/autoconfig.functions
config_netscript

Seems to be a console setup issue during bootup.

Ok. while debugging #97 I noticed that ttys aren't properly set up WRT unicode support. Once "unicode_start" is executed manually the display of characters as used with wget and systemctl status is fine. We need to identify how to properly integrate unicode_start, as execution inside grml-autoconfig.service doesn't seem to be enough.
