Support grpc-web natively cross-language

This is a feature request to track having native support for grpc-web in each language (so also Java and Go). There may be short-cuts available, for this. For example, IE support (using base64) may not be necessary (initially, or ever).

I don't see an existing issue for this but it has been discussed many places in passing. I'm splitting this out from the HTTP/3 discussion, which has comments like #19126 (comment) .
