Disable encryption

Hello.

I want to disable encryption and decryption on quicly, because of constrained CPU on an embedded system.
Is there a way to disable encryption?

I saw other issue Disable encryption #181 but it was written 2 years ago.
Because there is a document, https://tools.ietf.org/id/draft-banks-quic-disable-encryption-00.html suggested encryption disable,
I hope there is a way to disable encryption on quicly too.

Hi, I have seen that this issue is pretty old, but it is still open and has three thumps up, so I might just contribute a bit to the discussion:
Even if tls 1.3 banned insecure ciphers, they came back with rfc9150.
