Combine bind check calls in to a single lock to prevent multiple calls attempting to bind. Only flush timer channel in the case of a delete from outside TimeAfter.

Add new auth provider flag that will use LDAP underneath basic auth. It takes a config file in the form of a toml. (example in scripts/ldap.toml)
Implementation binds once per timeout, then stores the user auth information in an in-memory map.
