[STABILITY] Stop doing migrations on server start #3780

Doing migrations on server start can cause outages because the server is up but not responding because of migrations. We should move the migration to a run hook or other location.

This should also take local development into account. Most people don't run hab packages in their local dev environment, but we still need migrations to run.
