[CI] Remove old CI pipeline code #7169

Now that we've switched over to our new continuous deliver pipeline, we can safely ditch the code that supported our older pipeline(s).

Of particular note:

  • removes the old Buildkite release pipeline
  • removes the core/bintray-publish package
  • removes old Travis CI support code that was still hanging around
  • adds the ability to skip version bumping (and thus, the rest of the pipeline) in response to labels. This PR shouldn't generate new release candidates.

These were overdue for removal, being a relic of our old Travis CI
pipeline. `` used the `bintray-publish` package, though,
which is now gone. `` was the only thing that
called ``, and nothing called it, so we'll just ditch
that while we're at it.

I've gone through and looked for usage of support/ci and bintray-publish, but didn't find any lingering code, aside from what was intentionally left behind.

As a follow-on task, we should make sure bintray-publish is disconnected in builder as well, and travis webhooks are removed, if not already done.
