Bring up the interface, set name, set IP range to something "reasonable"

The main thing we want to do is:

  • Configure the name from the burrow crate ("Burrow" on Windows, "burrow0" on Linux)
  • Configure IP address to be a random IP within share address space for now
  • (Missing) Routing changes
  • Bring up the interface
