Add new User Access Level: Organizer

As an admin user, I want to be able to give a HackforLA leader access to the VRMS dashboard to see their Brigade's volunteer stats, without giving them full admin access.

We should create a new role called ORGANIZER to denote a mediate level of access permissions.

Action Items

• Create new value in the "accesslevel" field of the users table called "organizer"
• the "organizer" role should have the following permissions

• Can view Admin Dashboard page
• Can Add a new user
• Can Open/Close an existing event
• CANNOT add a new event
• anything else?
