This PR updates the repository templates for
bug_report.mdfeature_request.mdpull_request_template.mdAnd I have added a new
question.mdtemplateI've updated the topics so that we can extract better information from the issues. I've also changed it to use comments to make it more friendly and provide longer explanations.
