Expunging CodeSystem will return InternalError 500.

When initiating an CS expunge operation while the server is performing DELETE on CS, the server will return internalError 500 with a message stating that Precondition fails.

Expected behavior

if the operation could not be performed due to pre-condition, the server should return http 412.
