Describe the bug
cr-storage module does not load providers at time of restfulserver startup, and appears that global library cache is not present on measureoperation provider for r4

To Reproduce
Steps to reproduce the behavior:
operation loading:

• start up jpa-starter-server project
• measure operations do not show unless forced

Running Operation

• measure operations don't cache after initial execution leading to poor performance

Expected behavior

• upon server startup providers are available with other factory beans
• upon $evaluate-measure and caregaps operations performance would improve from caching
