After registering the BulkDataExportProvider, the capabilityStatement returned by the server does not declare that it conforms to the IG as per the specification.

Expected behavior:
we expect that the CapabilityStatement.instantiates would be set to the canonical URL for http://hl7.org/fhir/uv/bulkdata/CapabilityStatement/bulk-data when a bulk data export provider is registered.
