This issue tracks progress for upgrading to the new runtime engine. cc @metalmatze

high level tasks

add port to the drone yaml parser for kubernetes only
add the drone yaml parser and compiler to the server hook handler
ensure all environment variables DRONE_ and CI_ exist
implement the new engine in the agent
expose the DRONE_RUNTIME_PLUGIN environment variable for pluggable runtimes
implement the new engine in the CLI
implement the new yaml parser in the CLI
add a new lint comment to the drone CLI
