enhance artifactName and Artifact.apply to support Settings references #207

The current implementation of defining the artifactName limits the ability to reference external settings outside of the provided function params: config, module, artifact. Likewise, explicit Artifact instances are unable to currently reference other settings (http://groups.google.com/group/simple-build-tool/browse_frm/thread/3471c9a31a077510/2d6a37872e23f5fc?lnk=gst&q=rollinsruss#2d6a37872e23f5fc).

For my particular use case, I need access to the filterEnv (exposed by the filter resources plugin, https://github.com/rollinsruss/xsbt-filter-plugin) so that I can create artifacts with explicit environment support. This provides explicit semantic value in the artifact's filename. In looking back at past Maven projects, I've found many instances where the artifact name was composed of various additional properties specified in the pom (scm revisions, generate identifiers, localization props, etc). Thus, I think this would be a very worthwhile enhancement to sbt.
