Updating the license from MPL to Business Source License

However, there are other vendors who take advantage of pure OSS models, and the community work on OSS projects, for their own commercial goals, without providing material contributions back. We don’t believe this is in the spirit of open source.

For that reason is important use licenses like GPLv3 and avoid permissive one like Apache/MPL that allow other close the code, GPLv3 require that if someone take take the code for their comercial propose and modify the code need to release back those changes free under the same licence

A licensor can also change from GPLv3 to a proprietary license such as BSL. The crux is CLA (Contributor License Agreements) which basically transfer all copyrights to Hashicorp in this case. This allows them to change the license anytime they want. Without a CLA, each copyright holder would have had to agree.

A CLA demanded by a company is an indicator that they want to apply the Rights-Ratched Model.
