rename intervalToMs and timeToMs #34

Other options on a postcard, but I'm not feeling so keen about these now. The intervalToMs function could, for example, become
- fromInterval
- intervalToMillis(econds)
- toMillis(econds)
How I hate choosing names for things.... Sigh.
