--enable-executable-profiling does not behave as expected on windows #1146

Dear cabal maintainers,

First of all, thank you for maintaining this wonderful software package.

I might have spotted a bug in cabal. I tried to build an profiling executable on the windows x64 platform using GHC 7.6.1, but it appears that cabal does not set the -prof flag. I've assembled a minimal working example. When I install a very small executable "htime" (http://hackage.haskell.org/package/htime) with --enable-executable-profiling, the executable tells me that I should build with -prof (see error here http://hpaste.org/79109 , and the cabal -v log here: http://hpaste.org/79108). When I set the flag manually with --ghc-option=-prof, I get a warning from cabal that I should use --enable-executable-profiling, but I can profile the executable.
