'cabal install' should reinstall add-source dependencies if "." is one of the targets #1265

Reported by Daniel Trstenjak on the cabal-devel list. Currently, when we're working inside a sandbox, add-source dependencies are always reinstalled by cabal build, but not by cabal install. It makes sense to do that even on install if the current directory is one of the install targets.
