usage hint for how to invoke cabal-install misleads #1706

currently is has

Usage: cabal COMMAND [FLAGS]
   or: cabal [GLOBAL FLAGS]

i think it should actually be

Usage: cabal COMMAND [FLAGS]
   or: cabal [GLOBAL FLAGS]
   or: cabal [GLOBAL FLAGS] COMMAND [FLAGS]

NOT enough people realize this! I literally only found out this past week

Also if theres going to be any last cabal-install 1.18 release, it'd be nice to get that bread crumb in!

this is also info that i could have shared with the mac homebrew folks months ago when they were trying to figure out how to get cabal install to play nice with their style constraints, because it isn't obvious that you can do

cabal --config-file=/path/to/foo COMMAND [FLAGS]

huh, i actually cant figure out where the change would need to happen, in Distribution.Client.Setup?
