file:// URIs for module exports #103

The documentation for the Snap module is just a bunch of file:// URIs; the Control.Lens documentation appears to be unaffected.

This documentation was imported from the Hackage 1 server: http://old.hackage.haskell.org/packages/archive/snap/0.13.0.2/doc/html/Snap.html

Part of the reason this was done was because many of the packages with documentation have no hope of ever building again.

This could be fixed by somehow forcing doc-builders to do reuploads.

It may "just work" in this case to delete the docs for that package and the doc builder should notice and try building. That said, I'm not sure we have DELETE implemented for that resource, obviously we ought to.

Package maintainers can now delete documentation for their packages by saying

curl -X DELETE http://user:pass@example.com/package/example-package-X.Y.Z/docs

When doing this for docs on the main Hackage server the build client will eventually come around and attempt to build the docs again.
