Let users choose what version of hls will be used globally o per project

• Not sure if it is a good/really needed feature but presenting it for discussion
• Sometime things dont go well and the last version suffer some bug (like 1.5.0 with hs-boot files), so users might want downgrade it temporally. Or even use different hls version for different projects
• Also it would have been useful for workaround the ghc deprecation (although we have a fix on progress for handling that automatically)
• The default value would be latest
• It will increase code complexity and open the door for other bugs. Moreover we will need to hardcode versions if we want a nice combo to choose them
• Otoh users have the option to use ghcup or another installation method to get total control of the hls used
