Partition Group with group type CUSTOM should honor configured backups #260

Currently using Partition group with group type = CUSTOM does not honor configured backups when a complete group is down.

For information reliability, configured backups must be always honored.

So, I would expect:

  • Always have at least backup count, no matter my cluster state (obviously without consider the case where the configured number of backups is greater than the available nodes).
  • If a complete group is down then backups must be moved to the remaining group.
  • If then the other group is up again, backups are moved to the group that was down.
