    According to the Numpy changelog
    (http://docs.scipy.org/doc/numpy-dev/release.html):
    
    > Default casting for inplace operations will change to ‘same_kind’
    > in Numpy 1.10.0.
    
    This is indeed the case, and Numpy inplace operations such as `/=`
    now must have results that can be cast to the same size and type
    as the left-hand side.
    
    This patch is a straightforward transformation of the inplace operations
    in `healpy.ud_grade`.

    These conditional imports tend to mask actual errors on user installations.

    Remove special cases for setup.py build phases

    The method `Distribution.fetch_build_eggs()` does the same thing as setting
    `setup_requires`, but at a controllable point in the script. The following
    changes are made to handling build dependencies:
    
    * If the Cython-generated source files are absent, then Cython is required
      at all phases, including if the user is just asking for `--help`, because
      Cython adds command line options to `setup.py`. Because we are now using
      `setuptools` to enforce this dependency, Cython will be downloaded as an
      egg if it is needed.
    * Numpy is deferred to `build_ext`.
    * `pkg-config` (or the fallback, `pykg-config`) is deferred to `build_clib`.
    * We add a special case for Read The Docs, whose build environment lacks
      Autotools.
    
    Some other small enhancements:
    
    * The extension for the Cython source files (`.pyx` or `.cpp`) is
      determined automatically by setuptools.
