#20 With that new option, support targets that don't support feedback

"Track FX all enable" doesn't support feedback because REAPER doesn't
notify plug-ins about its value changes. But by enabling
"Send feedback after control", we can at least give feedback whenever
ReaLearn itself made the change and therefore *knows* it has been changed.
