Action invocation mode "Trigger" doesn't always work

Reason: The Mode doesn't refire if the target already has the value that would be fired. This is usually good because it prevents unnecessary changes and can improve performance. For trigger-like targets this doesn't make sense though. Maybe this issue is now more visible because the ability of actions to report feedback was recently improved.
