Negative relative speed should also affect direction changes

Whereas this is something I initially designed that way, having direction changes being executed immediately feels annoying in everyday use. If you want to make an encoder slower for usage with a discrete target (e.g. "Selected track" or "FX preset"), it's right now too easy to touch it and let e.g. the selected track change in an unwanted way.
