Cannot search in multiple locales #1375

When multiple locales are enabled, the multi_searchable search index does not cover all possible languages. This results in the possibility of users not getting any search results in their language, if the index is built using one of the other enabled locales. There are three ways I can think of to resolve this-

  1. Hack pg_search gem to support this
  2. Switch to a search scope, although this would exclude public forum results
  3. Add a cached column to doc that includes the full text of all locales available and use this for index generation.
