Removed some unnecessary files from the gemspec. lib/ticket is a

directory and bin/development.log is a temporary file.

I should note that I was unable to build the gem if I didn't have the
    log file

Ignoring the generated gem file when using the "gem build" command

Also added the gem file to be removed in the clean task

Instead of worrying about keeping both the gemspec in order and the

Rakefile in order, the Rakefile can build the gem using the gemspec

Changed the command line tool's assign action to better fit what was in

    the notes.

    Added two command line options:
      - u / --user => assign the defect to this user
-c / --checkout => checkout the defect as well

This means that you no longer supply who the ticket is assigned to as a
command line argument, only the ticket id can be specified as an
    argument.

  5. @pope

Added the ability to change to whom a ticket is assigned.

    From the command line:
      ti assign
      ti assign anon
      ti assign anon 3

    Created some rake task

      * spec - runs the specs
      * spec:coverage - runs rcov on the specs
      * clean - removes the coverage directory and gem pkg directory

Also added entries in the ignore file to ignore the pkg and coverage
    directories

added rspec tests that at least give it a baseline of coverage

also had to tweak the patch submitted for finding the .git directory
from looking for GIT_DIR to looking for GIT_WORKING_DIR
