Move :upgrade and :maintenance to the main CLI #91


@mattsoldo @heroku/department-of-data both these two commands?




Looks good, merging.
I'm out though so check with Phil if you need this released before July 28.

It's two new commands, so +minor seems semvery

I've pushed out 3.9.2 and tested it on Debian, but I don't have a Mac readily accessible; can you confirm the auto-update works there?

I don't have the toolbelt but gem install worked

I'll try to find someone with os x and the toolbelt


On @hgmnz it says 'nothing to update' and he's on 3.9.1

Had to roll this back since it caused


That is, the 3.9.2 release caused this, not the new postgres commands specifically.
