Hopefully the commit logs pretty comprehensive.
Some optimizations, de-nesting, missing implementation fix, and some fxcop-cock polishing.

* Change NormalizeInputRemovingAmpersands to static in DefaultDecoder
* Change StreamFileContents in MultipartStreamer to static

Correct typo in comment in MultipartStreamer.cs
Count doesn't need initializing.

invariant culture; Invert if/reduce nesting

UrlEncoderTextFormatter.cs : corrected output; writer.Write has same sig as string.format; redundant usage.

CsProj contains the nuget Restore code; VS lied when it said it was saved ;)
