Try double quoting the channel name: JOIN "#channel".

Oh there you go! Yes, that works. Is that "working as intended"? I wouldn't really expect to need quotes unless I've got spaces in there or something.
Something in the Unicode pattern makes the argument parser think it's not a single argument but two. Not sure why so it's a bug somewhere.
