validateCompeleteは全てのvalidateイベントが終わってから実行されるようにする

          #502 validateイベントをdispatchしてからvalidateCompleteをdispatchするようにしました。

# validateイベントハンドラでvalidate完了をチェックしてvalidateCompelteをdispatchしていたため、
  validateCompeleteイベントハンドラが、ユーザがaddしたvalidateイベントハンドラより先に動いていたのが問題でした。
