Description:

Fixed issue where setting the brightness, in special cases, resulted in two turn_on calls.

Related issue: fixes #13493

Checklist:

  • Local tests pass with tox. Your PR cannot be merged unless tests pass
  • Tests have been added to verify that the new code works.
