Entity registry api update disable #26015

Allow changing disabled_by for entities in the entity registry. This is in preparation of adding a UI for managing disabled entities in the entity registry.

Also migrated entity registry WS commands to the modern format.

Part of home-assistant/architecture#276


  • The code change is tested and works locally.
  • Local tests pass with tox. Your PR cannot be merged unless tests pass
  • There is no commented out code in this PR.
  • I have followed the development checklist

If the code does not interact with devices:

  • Tests have been added to verify that the new code works.
