Add reproduce state template #26866

Description:

This adds a reproduce_state template to the scaffold script. To get started adding reproduce_state support to a new integration, type python3 -m script.scaffold reproduce_state.

This should help with #25681

Checklist:

  • Local tests pass with tox. Your PR cannot be merged unless tests pass
  • There is no commented out code in this PR.
  • I have followed the development checklist

  • Tests have been added to verify that the new code works.
