Progress bar for form submissions

At the moment, progress bar is shown only for slow responses initiated by a click on a link. However, when a form is submitted and the response is slow, then no progress bar is shown and it looks like nothing is happening.

Is this intentional? Are there any plans for adding the progress bar to form submissions?
